Die folgenden Forschungsprojekte laufen derzeit an der Professur für Politikwissenschaft mit dem Schwerpunkt Methoden:


Lehrforschungsprojekt: Landtagswahl 2023 in Bayern


Zur Landtagswahl am 8. Oktober 2023 in Bayern führen wir erneut ein Lehrforschungsprojekt in der Stadt Regensburg durch. Auch dieses Mal sind wieder viele Studierende der Universität Regensburg an dem Projekt beteiligt. Dabei führen wir schriftliche Befragungen, Haustürbesuche, Tiefeninterviews und Fokusgruppengespräche mit Bürger:innen in ausgewählten Regensburger Stadtteilen durch. Die Erhebung dieser vielfältigen Informationen ermöglicht uns, aktuelle Fragen der empirischen Wahlforschung gemeinsam mit unseren Studierenden zu untersuchen und zu beantworten, wie z.B.:

- Wer beteiligt sich an der Bayerischen Landtagswahl 2023 und wer nicht?
- Was sind die Motive der Nicht-Teilnahme?
- Welche Typen von Nicht-Wähler:innen gibt es?
- Können Nicht-Wähler:innen wieder mobilisiert werden und wenn ja, wie?
- Was sind Gründe der Wechselwahl bei der Landtagswahl 2023?
- Wohin wechseln die Wähler:innen in Bayern? Zu anderen politischen Parteien oder zur Partei der Nicht-Wähler:innen?
- Was sind die wichtigsten Themen der Bayernwahl 2023 und welchen politischen Parteien wird hier Lösungskompetenz zugetraut?

Auch für diese Forschungsergebnisse ist gemeinsam mit unseren Studierenden eine Publikation im Verlag Springer VS geplant.

Environmental Performance in Democracies and Autocracies

Scholars and political decision-makers emphasize the security consequences of global warming. Since the 1970s, nation-states have adopted policies to protect the environment, and currently, most states regard environmental protection as state responsibility. In the early 1990s, global environmental change was also recognized as a political problem on the international level. However, environmental performance varies considerably between countries and over time. Therefore, this research project examines whether an analysis of the effects of different democratic qualities improves our understanding of cross-national variation in environmental performance among democracies and among autocracies. There are considerable differences in environmental performance across democracies, and environmental outcomes vary among autocracies as well. There is little knowledge about how democracy influences environmental performance, though multiple features of democracy are emphasized in the literature. Democracies vary in nonelectoral aspects. Autocracies differ in the extent to which they hold competitive elections and implement non-electoral traits of democracy. Thus, this research project examines whether analysing the effects of each democratic feature separately contributes to a better understanding of crossnational variance in environmental performance across democracies and across autocracies. Political corruption affects a country’s ability to adopt and implement environmental policies. Therefore, we consider also the joint influence of different democratic qualities and political corruption. Democracy Qualities in Comparative Climate Policy Research

Previous empirical research on democracy and global warming has mainly questioned whether democracy contributes to climate protection. However, there is no consensus in the theoretical literature on what institutional traits of democracy are crucial for climate policy. Thus, results based on indices that summarize multiple democracy quality dimensions could be misleading, as their effects could balance each other out or hide the relative importance of each institutional trait. This research project examines whether the analysis of the effects of democracy quality dimensions, measured by separate indicators, contributes to a better understanding of cross-national variance in climate policy compared to the focus on the regime type difference, measured by democracy quality measures. Compared to earlier research, the results indicate that the positive effect of democracy on commitment to climate cooperation depends on the realization of political rights. We find little to support the claim that democracy quality dimensions matter for climate policy outcomes. The main implication of our findings is that it could be fruitful to use more disaggregated democracy measures for the analysis of substantive research questions.

The Decline of Trust in German Politicians and its Consequences for Democratic Institutions

Since many decades analysts observe an incessant criticism to politicians in Germany or other democracies. Regarding the argument of Almond and Verba a critical view to the performance of the elected representatives is essential for a responsive democracy. And according to Easton’s concept of political support distrust to politicians is not alarming, because they can be deselected. But reinforced by the different crisis in the last two decades there is increasing concern that low trust in politicians undermines trust in the institutions of the political system. In contrast, it can equally be expected that trust in political institutions spills over to trust in politicians. Thus, a higher trust in democratic institutions could have a positive effect to the lack of trust in politicians and to the viability of the democratic system. It is an empirical question which effect is more important. The causal relationship between trust in politicians and trust in democratic institutions has not been examined so far. This research project aims to address this research gap. Our causal analysis results suggest that trust in politicians and trust to the German federal government are mutually dependent. Thereby, the effect of trust in politicians on trust in the federal government is more important than vice versa. Second, we observe that trust in the German Bundestag contributes to trust in politicians while trust in politicians does not matter for public perception of the German Bundestag. Finally, a causal relationship between trust in politicians and trust in rule-of-law institutions can not been shown.

Europawahl 2019: Die Wirkung von Haustürbesuchen und regionalem Kandidat

Diese experimentelle Feldstudie in einer oberpfälzischen Stadt untersucht die Wirkung von Haustürbesuchen und der Wahrnehmung eines regionalen Kandidaten auf die Wahlbeteiligung und Parteipräferenz bei der Europawahl 2019. Dabei wird die Wahlbeteiligung im Vergleich zur vorangegangenen Wahlbeteiligung zur Europawahl 2014 verglichen und geprüft, ob Stimmbezirke mit Haustürbesuchen eine höhere Wahlbeteiligung aufweisen, als Stimmbezirke ohne Haustürbesuche. Diesbezüglich kann zudem geprüft werden, welchen Einfluss das Wahlkampfmedium (Flyer oder Haustürbesuch) bzw. die Art der Haustürbesuche (reine Information, sozialer Druck, Hinweis auf den regionalen Kandidat) auf die Wahlbeteiligung haben. Hierbei dienst nicht die absolute Wahlbeteiligung als Orientierung, sondern die Veränderung der Prozentpunkte im Vergleich zur vorherigen Wahl. Bezug wird dabei auf die reine Urnenwahl genommen, da die Briefwähler aufgrund anderer Stimmbezirkzuschnitte in der Briefwahl nicht mehr zugeordnet werden können. Ebenso wird mit dem Stimmenanteil der Parteien verfahren.

In den ausgewählten Stimmbezirken wurde ein experimentelles Design angewandt, in dem bestimmte WählerInnen keinen Besuch bekamen und andere WählerInnengruppen Besuche mit unterschiedlichen Botschaften erhielten. Die Haustürbesuche und Flyerverteilung fanden im Rahmen des regulären Wahlkampfes statt, verstärkt jedoch in den letzten 14 Tagen vor der Wahl (13.-25. Mai 2019). In der Woche nach der Europawahl (27-31. Mai 2019) führten wir eine postalische Nachwahlbefragung (mit analoger wie digitaler Antwortmöglichkeit) in allen städtischen Haushalten durch. Abgefragt wurden dabei die generelle Einstellung gegenüber Haustürbesuchen und die Selbsteinschätzung über den Einfluss von Besuchen auf das Wahlentscheidung. Von Interesse war auch, ob der Haustürbesuch das Image der jeweiligen Partei verbessert oder verschlechtert hat und wie die verschiedenen Botschaften der Haustürbesuche von den BürgerInnen bewertet wurden. 

European elections 2019: The effect of doorstep visits and regional candidates

This experimental field study in an Upper Palatinate city examines the effect of doorstep visits and the perception of a regional candidate on voter turnout and party preference in the 2019 European elections. The voter turnout 2019 is compared to the previous voter turnout for the 2014 European elections and it is checked whether electoral districts with doorstep visits have a higher turnout than those without doorstep visits. In this regard, it can also be checked what influence the election campaign medium (flyer or door-to-door visit) or the type of doorstep visits (pure information, social pressure, reference to the regional candidate) have on voter turnout. It is not the absolute turnout that serves as a guide, but the change in percentage points compared to the previous election. Reference is made to pure ballot box voting, as postal voters can no longer be assigned to postal votes due to different voting district layouts. The same applies to the voting share of the parties.
In the selected constituencies, an experimental design was used in which certain voters were not visited and other groups of voters received visits with different messages. The doorstep visits and the distribution of flyers took place as part of the regular election campaign, but increasingly in the last 14 days before the election (May 13-25, 2019). In the week after the European elections (May 27-31, 2019), we conducted a post-election survey (with both analog and digital answers) in all urban households. Questions were asked about the general attitude towards doorstep visits and the self-assessment of the influence of visits on the voting decision. It was also of interest whether the doorstep visit improved or worsened the image of the respective party and how the various messages of the doorstep visits were rated by the citizens.


Wahlverhalten und politische Kultur in Bayern

Die Landtagswahl im Freistaat Bayern am 14. Oktober 2018 bestätigte den Trend, der bereits in anderen Bundesländern und auf der Bundesebene in der vergangenen Dekade zu beobachten war: Das Parteiensystem in der Bundesrepublik Deutschland differenziert sich weiter aus. Die bayerischen Grünen waren mit dem Wahlkampfmotto „Wir treten für ein weltoffenes, buntes und sicheres Bayern für alle ein und kämpfen für Freiheit und Anerkennung, Respekt und Akzeptanz für alle Menschen“ (www.gruene-bayern.de/positionen/a-z/sozialen-zusammenhalt-staerken/) äußerst erfolgreich. Positiv gewendet bedeutet dies, dass auch im CSU-dominierten Bayern die Landespolitik bunter wird, die Wähler somit mehr Auswahlmöglichkeiten für ihre Interessenvertretung haben. Gleichzeitig mehren sich kritische Stimmen, dass das erstmahlige Antreten der Alternative für Deutschland (AfD) auch im südlichsten Bundesland eine Gefahr für die Demokratie bedeuten könnte. Tatsächlich zeigte das Wahlergebnis einen erheblichen Verlust an Stammwählern für die etablierten Parteien CSU und SPD, ein zufriedenstellenden Ergebnis für die Freien Wähler (FW) und die Liberalen (FDP), einen Achtungserfolg für die Alternative für Deutschland (AfD) und ein Rekordhoch für die Grünen. Die bayerischen Grünen erzielten 17,6 Prozent der Stimmenanteile und damit einen Stimmenzuwachs von neun Prozentpunkten im Vergleich zu den Landtagswahlen 2013. Dies überraschte durchaus in dem traditionell konservativ geprägten Bundesland, in dem die Grünen in den vergangenen 40 Jahren nie mehr als 9,4 Prozent (LTW 2008) der Stimmen erhielten.
Auf Basis der Universitätsstudie USBW18 untersucht dieses Projekt das Wahlverhalten und die politische Kultur in Bayern im Hinblick auf die Forschungsstränge „Politische Geographie“, „Politische Soziologie“ und „Medien und Wahlkampf“. Dabei werden zum einen strukturelle Entwicklungen im Bundesland Bayern mit Entwicklungen im Wahlverhalten verglichen, regionales Wahlverhalten in Bayern analysiert und speziell Kleinparteien und ihre Wahlerfolge in Bayern betrachtet. Zudem interessiert uns der Zusammenhang zwischen Issue-Voting und Wechselwahl, von Stimmensplitting und strategisches Wählen bei der Landtagswahl und der Einfluss verschiedener Faktoren wie Wahlkampfführung, Kandidatenangebot, Themen oder auch spezifischer Merkmale wie Geschlecht, Alter oder Bildung auf das Wahlverhalten bei der Landtagswahl 2018 in Bayern. Schließlich wird untersucht, welche Themen den Wahlkampf bestimmten und welchen Einfluss die Berichterstattung in klassischen und sozialen Medien auf den Wahlkampf hatten.

 

Voting Behavior and political culture in Bavaria

The state elections in the Free State of Bavaria on October 14, 2018 confirmed the trend that had already been observed in other federal states and at the federal level over the past decade: The party system in the Federal Republic of Germany is becoming more differentiated. The Greens were extremely successful with the election campaign motto "We stand for a cosmopolitan, colorful and safe Bavaria for everyone and fight for freedom and recognition, respect and acceptance for all people" (https://www.gruene-bayern.de/positionen/a-z/sozialen-zusammenhalt-staerken/). On the positive side, this means that even in CSU-dominated Bavaria, state politics are becoming more colorful, giving voters more options for representing their interests. At the same time, critical voices are growing that the first appearance of the Alternative for Germany (AfD) could mean a threat to democracy in the southernmost state as well. In fact, the election result showed a significant loss of regular voters for the established parties CSU and SPD, a satisfactory result for the Free Voters (FW) and the Liberals (FDP), a respectable success for the Alternative for Germany (AfD) and a record high for the Greens. The Bavarian Greens achieved 17.6 percent of the vote and thus a vote increase of nine percentage points compared to the state elections in 2013. This was quite a surprise in the traditionally conservative federal state in which the Greens never exceeded 9.4 percent (state election 2008) in the past 40 years who received votes.
Based on the university study USBW18, this project examines voting behavior and political culture in Bavaria with regard to the research areas “Political Geography”, “Political Sociology” as well as “Media and Election Campaigns”. On the one hand, structural developments in the state of Bavaria are compared with developments in voting behavior, regional voting behavior in Bavaria is analyzed and, in particular, small parties and their electoral successes in Bavaria are considered. We are also interested in the connection between issue voting and voting by alternation, voting splitting and strategic voting in the state elections and the influence of various factors such as campaign management, candidate supply, topics or specific characteristics such as gender, age or education on voting behavior in the state elections in Bavaria in 2018 . Finally, it is examined which topics determined the election campaign and what influence the reporting in traditional and social media had on the election campaign.


Universitätsstudie Bayernwahl 2018 (USBW18)

In diesem Projekt werden mittels neuer statistischer Verfahren die Wählerwanderungen bei der Landtagswahl 2018 in Bayern bestimmt. Das interdisziplinäre Verbundprojekt USBW18 besteht aus Vertretern der Disziplinen Politikwissenschaft (Wahl- und Meinungsforschung, Parteienforschung), Statistik und Kommunikationswissenschaft. Das Ziel des Projektes ist es, eine wissenschaftlich transparente Schätzung der Wählerwanderungen in einem Flächenland vorzunehmen, und hierbei mehrere Datenquellen (Exit Polls, Telefoninterviews, Aggregatdaten der amtlichen Wahlergebnisse auf Gemeinde- und Stimmbezirksebene) systematisch zu kombinieren. Der Mixed-Method-Ansatz der Universitätsstudie Bayernwahl 2018 (USBW18) umfasst mehrere Datenerhebungen. Die für Bayern repräsentative Telefonbefragung wurde vom Centrum für Marktforschung der Universität Passau sowie Studierenden der LMU München durchgeführt, bei den Nachwahlbefragungen waren 200 Studierenden der drei Universitäten beteiligt:

1. Bayernweite Telefonumfrage (CATI)
a. Vorwahlbefragung (4.500 Interviews)
b. Nachwahlbefragung (3.500 Interviews)
2. Randomisierte Exit-Poll-Umfrage in drei Städten mit unterschiedlichem Urbanitätsgrad (München, Passau und Regensburg) sowie weiteren Gemeinden in der Oberpfalz und in Niederbayern. Insgesamt wurden N = 17.200 Interviews erhoben.
a. München (6.500 Interviews)
b. Passau und Landkreis Passau (4.500 Interviews)
c. Regensburg sowie weitere Gemeinden in der Oberpfalz und in Niederbayern (6.200 Interviews).
3. Bayernweite Online-Nachwahlbefragung (N = 1.835).

Die bayernweite Telefonumfrage und die Exit Polls innerhalb der USBW18-Studie stützen sich auf kurz gehaltene, zweiseitige Erhebungsbögen, in denen vor allem nach der beabsichtigten bzw. der tatsächlichen Wahlentscheidung und der vergangenen Wahlentscheidung (Rückerinnerungsfrage, Recall-Frage) gefragt wird. Die Erhebungsform orientiert sich weitestgehend an dem Vorgehen von Infratest dimap und der Forschungsgruppe Wahlen, oder etwa der deutschen nationalen Wahlstudie (German Longitudinal Election Study, GLES). Da das bayerische Wahlsystem die Erst- und Zweitstimme aufsummiert und diesen daher identische Bedeutung bei der Ermittlung der Parteienanteile zukommt, haben wir bei der aktuellen Wahlentscheidung zwischen Erst- und Zweitstimme unterschieden.
Basierend auf theoretischen Vorüberlegungen aus den Bereichen Politik- und Kommunikationswissenschaft wurden in der USBW18-Studie bestimmte Schwerpunkte gesetzt. Beispielsweise wurden in Form einer offenen Frage die Gründe für einen Stimmwechsel erhoben. Weiterhin wurde mit Hilfe einer Rückerinnerungsfrage die Zweitstimmenvergabe bei der Bundestagswahl 2017 erfasst. Die Online-Nachwahlbefragung integriert identische Fragestellungen aus der Telefon- und Exit Poll-Befragung in einen deutlich umfangreicheren Fragebogen von 33 Fragen zum Wahlverhalten, zur Beurteilung von Kandidaten und Kandidatinnen, zum Wahlkampf, den Koalitionspräferenzen sowie zu weiteren politischen Einstellungen.
Eine erste Schätzung der Wählerwanderung für die beiden Landtagswahlen 2013 und 2018 für ganz Bayern verwendet die Ergebnisse der CATI-Vorwahlbefragung unter Berücksichtigung der tatsächlichen Ergebnisse aus den Regierungsbezirken (= Wahlkreise). Im ersten Schritt werden dabei die Wählerwanderungen getrennt für die Regierungsbezirke bestimmt. Dabei erfolgt ein Ausgleich möglicher Verzerrungen aufgrund einer erhebungsbedingten zu geringen Anzahl von Telefoninterviews in den Großstädten durch sogenannte Poststratifizierungsgewichte. Anschließend werden die geschätzten Wählerwanderungen mittels der Methode des Iterativen Proportional Fitting-Verfahrens (IPF) (vgl. Klima et al. 2017: 120) getrennt für jeden Regierungsbezirk an die tatsächlichen Randverteilungen angepasst. Das Gesamtergebnis für Bayern ergibt sich damit als das aus den Wahlberechtigten gewichtetes Mittel der einzelnen Regierungsbezirke.
Die geschätzte Wählerwanderung für Bayern zeigt, dass die Ströme von der CSU weg in recht ähnlichem Ausmaß die Grünen und die FW, in höherem Ausmaß die AfD speisen. Die CSU kann diese massiven Abwanderungen aber durch die Mobilisierung von Nichtwählern zumindest etwas abdämpfen. Diese Auffächerung der Abflüsse an programmatisch sehr unterschiedliche Parteien, zeigt welche internen Fliehkräfte diese Partei aushalten musste. Das gilt für die Flüchtlingspolitik wie für den zunehmend virulent werdenden Gegensatz zwischen Wirtschaftsboom und Umweltpolitik in Bayern und v.a. in München. Die sozialdemokratische Partei erscheint im freien Fall. Ihr ohnehin schon geringer Anteil in Bayern wird noch einmal halbiert. Die Wähler wandern massiv zu den Grünen und zur CSU, aber auch zu den Freien Wählern, und zur AfD, und in die Nichtwahl. Die Grünen sind tatsächlich die großen Profiteure der Wählerbewegungen. Sie attrahieren in großem Maßstab von CSU und SPD, und mobilisieren auch noch einmal viele ehemalige Nichtwähler an die Urne. Es handelt sich also um eine enorme und effektive Mobilisierungsleistung während der Kampagne. Das ist sicherlich den bemerkenswert dynamischen und authentischen KandidatInnen geschuldet – einerseits. Aber ebenfalls wichtig ist: Die Grünen haben dieses Mal nicht wie in 2013 Steuererhöhungen für Besserverdienende in den Vordergrund gestellt, sondern eine geschickte ‚Vergrünung‘ des Heimatbegriffs mit einer kompromisslosen Haltung in der Einwanderungsfrage verknüpft, und sehr geschlossen vertreten. Die AfD, erstmalig 2018 bei einer Landtagswahl in Bayern angetreten, hat ein zweistelliges Ergebnis erreichen können. Die Ströme zeigen, dass ihre Wählerschaft vor allem aus ehemaligen Wählern der CSU und der Sonstigen sowie Nichtwählern stammt.

Die politische Debatte um die Landtagswahl 2018 in Bayern kreiste vor allem um die erdrutschartigen Verluste von CSU und SPD sowie die hohen Gewinne bei den Grünen und der AfD. In dieser Diskussion sollte man auch die Ausgangslage seit der Bundestagswahl 2017 in Bayern berücksichtigen. Diese ist für eine strategische Bewertung der Landtagswahlergebnisse wichtig, da die hohen CSU-Verluste bei der Bundestagswahl in Bayern und die für Westdeutschland außergewöhnlich hohen AfD-Ergebnisse zwischenzeitlich die Ablösung des Ministerpräsidenten Seehofer zur Folge hatte. Insofern muss die Bewertung der CSU-Verluste, der SPD-Verluste, wie auch der Grünen- und AfD-Gewinne die Bundestagswahl 2017 als zusätzlichen Maßstab nehmen. Daher wurde in der USBW 18-Studie zusätzlich eine Rückerinnerungsfrage für die Bundestagswahl 2017 – und zwar für die Zweitstimme – in den Fragebogen aufgenommen. Obwohl den Ergebnissen eine unterschiedliche Verrechnung von Erst- und Zweitstimmen zugrunde liegt, lohnt es sich, die Parteianteile bei der Bundestagswahl 2017 und der Landtagswahl 2018 zu vergleichen. Interessanterweise zeigt sich hier im Aggregat, dass die CSU kaum verloren hat und die AfD nicht zulegen konnte, sondern sogar verloren hat. Die hohen Erfolge der Grünen aber auch der FW gehen einher mit maßgeblichen Verlusten der SPD, der FDP und der Linken.

Durch die Datenbasis der USBW18-Studie kann dieser Aspekt der Wahl direkt analysiert werden. Hierzu wird die beabsichtigte Zweitstimmenabgabe bei der Landtagswahl 2018 mit der Rückerinnerung der Zweitstimmenvergabe bei der Bundestagswahl 2017 verglichen. Erst dieses Vorgehen erlaubt eine Schätzung der individuellen Wählerwanderungsentscheidungen. Es zeigt sich, dass die CSU gegenüber dieser Messlatte in geringerem Ausmaße verloren (verglichen mit den Verlusten zwischen Landtagswahl 2013 und Landtagswahl 2018) hat. Davon konnten vor allem die Freien Wähler (FW) und die Grünen profitieren; relevante Verluste gab es auch an die Nichtwähler. Partiell konnten diese Verluste der CSU durch Gewinne von der FDP und von der AfD ausgeglichen werden. Auch wenn die hohen Verluste der SPD ein dominierendes Thema bei der Landtagswahl sind, zeigt sich, dass die FDP und die Linken prozentuell einen größeren Anteil ihrer Wählerschaft – im Vergleich zur Bundestagswahl – verloren haben. Im Vergleich dazu fallen die Verluste der AfD niedriger aus, aber auch sie konnte ihr Bundestagswahlergebnis nicht halten. Alle saldierten Wanderungsströme sind in der folgenden Abbildung dargestellt:

Die gemeinsame Publikation aller beteiligten Forscher (Prof. Paul W. In this project, the voter transition in the state elections in Bavaria in 2018 is determined using new statistical methods. The interdisciplinary joint project USBW18 consists of representatives from the disciplines of political science (election and opinion research, party research), statistics and communication studies. The aim of the project is to make a scientifically transparent estimate of the number of alternate voters in an area, and to systematically combine several data sources (exit polls, telephone interviews, aggregate data of the official election results at community and electoral district level). The mixed-method approach of the University Study Bayernwahl 2018 (USBW18) comprises several data collections. The bavaria-wide telephone survey was carried out by the Center for Market Research at the University of Passau and students from the LMU Munich; 200 students from the three universities took part in the by-election surveys:

3. Bavaria-wide online post-election survey (N = 1.835).

The Bavaria-wide telephone survey and the exit polls within the USBW18 study are based on short, two-page questionnaires, in which primarily the intended or actual voting decision and the previous voting decision (reminder question, recall question) are asked. The form of the survey is largely based on the approach of Infratest dimap and the research group Elections, or the German National Election Study (GLES). Since the Bavarian electoral system adds up the first and second votes and these are therefore of identical importance when determining the party shares, we have differentiated between first and second votes in the current voting decision.

Based on preliminary theoretical considerations from the fields of political and communication science, certain priorities were set in the USBW18 study. For example, the reasons for a change of vote were recorded in the form of an open question. Furthermore, the allocation of second votes in the 2017 Bundestag election was recorded with the help of a reminder question. The online post-election survey integrates identical questions from the telephone and exit polls into a much more extensive questionnaire of 33 questions on voting behavior, assessing candidates, the election campaign, coalition preferences and other political attitudes. An initial estimate of the voter migration for the two state elections in 2013 and 2018 for the whole of Bavaria uses the results of the CATI pre-election survey, taking into account the actual results from the government districts (= constituencies). In the first step, the voter migration is determined separately for the government districts. Possible distortions caused by an insufficient number of telephone interviews in large cities due to the survey are compensated for using so-called post-stratification weights. The estimated voter migration is then adjusted to the actual marginal distributions separately for each administrative district using the iterative proportional fitting method (IPF) (cf. Klima et al. 2017: 120). The overall result for Bavaria is thus the weighted mean of the individual government districts from the eligible voters.

The estimated voter transition for Bavaria shows that the flows away from the Christian Social Union (CSU) feed the Greens and the Free Voters (FW) to a very similar extent, and the AfD (Alternative for Germany) to a greater extent. The CSU can at least dampen this massive emigration by mobilizing non-voters. This diversification of the outflows to programmatically very different parties shows which internal centrifugal forces this party had to endure. This applies to refugee policy as well as to the increasingly virulent contrast between economic boom and environmental policy in Bavaria and especially in the city of Munich. The Social Democratic Party appears in free fall. Their already small share in Bavaria will be halved again. Voters are migrating massively to the Greens and the CSU, but also to the Free Voters, and to the AfD, and to the non-election. Indeed, the Greens are the big beneficiaries of the electoral movement. They attract on a large scale from the CSU and the Social Democratic Party (SPD), and once again mobilize many former non-voters to the ballot box. So it's a huge and effective mobilization effort during the campaign. This is certainly due to the remarkably dynamic and authentic candidates – on the one hand. But it is also important: This time the Greens did not focus on tax increases for higher earners, as they did in 2013, but rather combined a clever 'greening' of the concept of home with an uncompromising stance on the immigration issue, and represented them very unanimously. The AfD, which first appeared in a state election in Bavaria in 2018, achieved a double-digit result. The flows show that their electorate comes mainly from former voters of the CSU and the others as well as non-voters.

The political debate about the state elections in Bavaria in 2018 centered on the landslide-like losses of the CSU and SPD as well as the high profits among the Greens and the AfD. In this discussion, one should also consider the situation since the 2017 federal election in Bavaria. This is important for a strategic evaluation of the state election results, as the high CSU losses in the federal election in Bavaria and the AfD results, which are unusually high for West Germany, meanwhile resulted in the replacement of Prime Minister Seehofer. In this respect, the assessment of the CSU losses, the SPD losses as well as the Greens and AfD gains must take the 2017 federal election as an additional benchmark. Therefore, in the USBW 18 study, a reminder question for the 2017 Bundestag election - specifically for the second vote - was included in the questionnaire. Although the results are based on a different offsetting of first and second votes, it is worthwhile to compare the party shares in the 2017 federal election and the 2018 state election. Interestingly, the aggregate shows that the CSU has hardly lost and the AfD could not gain, but actually lost. The great successes of the Greens but also the Free Voters (FW) go hand in hand with significant losses for the SPD, the Free Democratic Party (FDP) and the Left.

This aspect of the choice can be analyzed directly through the database of the USBW18 study. For this purpose, the intended second vote in the state elections in 2018 is compared with the recall of the second vote in the 2017 federal election. Only this procedure allows an estimation of the individual voter migration decisions. It turns out that the CSU has lost less than this benchmark (compared to the losses between the 2013 state elections and the 2018 state elections). Above all, the Free Voters (FW) and the Greens benefited from this; There were also relevant losses to non-voters. These losses by the CSU were partially offset by gains from the FDP and the AfD. Even if the high losses of the SPD are a dominant topic in the state elections, it can be seen that the FDP and the left have lost a larger percentage of their electorate - compared to the federal election. In comparison, the AfD's losses are lower, but even they were unable to maintain their federal election results. All net migration flows are shown in the following figure:

Lehrforschungsprojekt: Landtagswahl 2018 in Bayern

Das Lehrforschungsprojekt Universitätsstudie Bayernwahl 2018 (USBW18) wurde als Kooperationsstudie von drei bayerischen Universitäten (LMU München, Universität Passau und Universität Regensburg) durchgeführt. Im Rahmen dieses Projektes wurden innovatives Forschen, Lehre und Praxis zusammengebracht. Zentrales wissenschaftliches Ziel dabei ist die valide theoretische und methodische Bestimmung der Wechselwählerströme in Mehrparteiensystemen. Zugleich werden in weiteren Erhebungsmodulen etablierte sowie neuere Erklärungen des Wahlverhaltens empirisch überprüft.

Sommersemester 2018: Lehrforschungsprojekt am Beispiel der Landtagswahl 2018 in Bayern

Die Studierenden erhielten im Lehrforschungsprojekt eine Einführung in die theoretische Grundlagen der empirischen Wahlforschung bzw. Wechselwahlforschung und Wählerwanderungsanalyse. Die Vor- und Nachteile der gängigen Methoden der Wählerwanderungsanalyse (Hochrechnung von Exit Polls und Surveys auf Basis von Indvidualdaten, ökologische Inferenz auf Basis von Aggregatdaten) wurde ausführlich besprochen und danach das Hybridmodell des Iterativen Proportional Fitting-Verfahrens (IPF) nach Klima et al. 2017 vorgestellt. Dieser methodischen Einführung folgte ein Überblick über die Wechselwahlmotive bei Wahlen im Allgemeinen und bei Landtagswahlen im Speziellen sowie eine ausführliche Beschäftigung mit den Wahlen in Bayern und der Frage, ob die „Uhren in Bayern wirklich anders gehen“ (Falter 1982, Mintzel 1987). Im dritten Seminarabschnitt stand der Wahlkampf zur Landtagswahl in Bayern am 14.10.2018 im Vordergrund. Hierbei wurden die wichtigsten Themen, das Kandidatenangebot, mögliche Koalitionsmöglichkeiten sowie die Wählerpräferenzen behandelt. Auf Basis dieser Grundlagen und Erkenntnisse formulierten die Studierenden in Gruppen Forschungsfragen und arbeiteten Untersuchungsdesigns aus, die mit den selbst erhobenen Daten untersucht werden sollten. Auch die komplexe Stichprobenziehung für die Telefon- und Nachwahlbefragung (Exit Poll) war Gegenstand des Seminars. In den letzten beiden Sitzungen wurden die SeminarteilnehmerInnen in der Funktion als Teamkapitän geschult. Jedes Exit-Poll-Team bestand aus einem Kapitän und zwei InterviewerInnen. Die Regensburger Studierenden führten dann am 14. Oktober 2018 die Nachwahlbefragungen in 25 Wahllokalen in der Stadt Regensburg und ausgewählten Gemeinden in der Oberpfalz und Niederbayern durch.

In zehn zufällig gezogenen Regensburger Stimmbezirken nahmen über 70 Prozent der Wähler (N = 3.052) an der Nachwahlbefragung teil. Auf Basis dieser Ergebnisse könen wir für die Stadt Regensburg die Wechselwählerströme zwischen den Landtagswahlen 2013 und 2018 sowie zwischen der Bundestagswahl 2017 und der Landtagswahl 2018 nachzeichnen. In der folgenden Abbildung ist die Wählerwanderung zwischen der Landtagswahl 2013 und der Landtagswahl 2018 in Regensburg zu sehen. Dargestellt sind die saldierten Gewinne bzw. Verluste der Parteien. Die Darstellungen an den Seiten geben jeweils den Anteil der saldierten Verluste (links) bzw. Gewinne (rechts) in Bezug auf die gesamten saldierten Wählerbewegungen (y-Achse) und in Bezug auf die Gesamtwählerschaft der Partei (x-Achse) an.

  • Die CSU verliert Wähler an alle Parteien. 10.8% der CSU-Wähler in 2013 haben in 2018 die Grünen gewählt, 10.3% die AfD, 7.4% die FW und 6.8% die FDP.
  • Den Christsozialen ist es aber auch gelungen, die Stimmen von FDP- und Freien Wählern zu bekommen (20.6% bzw. 18%).
  • Die Grünen konnten aus allen politischen Lagern Wähler dazugewinnen. Am meisten von der SPD (29,7%) und der FDP (22.7%), aber auch von den Linken (18.1%) und den Freien Wählern (18%).
  • Von allen bei der Landtagswahl 2018 angetretenen Parteien konnten die Grünen die meisten Nichtwähler mobilisieren (29.2%). Aber auch der AfD (18.9%) und der CSU (16.5%) gelang dies in einem beachtlichen Ausmaß.
  • Die größte Loyalität zeigen in der Stadt Regensburg die Wähler der Grünen: mehr als drei Viertel der Wähler (76.7%) haben diese Partei bereits im Jahr 2013 gewählt. Mit deutlichem Abstand aber auch relativ hoch ist die Parteitreue der CSU- und der Linken-Wähler (60% bzw. 58.2%).
  • Eine große Wechselbereitschaft ist hingegen bei den Wählern der SPD zu sehen: lediglich 36.1% haben 2018 und 2013 diese Partei gewählt. Fast ebenso niedrig sind die Haltequoten bei den Freien Wählern (37.3) und der FDP (38.6%).

In der nächsten Abbildung ist die Wählerwanderung zwischen der Bundestagswahl 2017 und der Landtagswahl 2018 in Regensburg zu sehen. Dargestellt sind die saldierten Gewinne bzw. Verluste der Parteien. Die Darstellungen an den Seiten geben jeweils den Anteil der saldierten Verluste (links) bzw. Gewinne (rechts) in Bezug auf die gesamten saldierten Wählerbewegungen (y-Achse) und in Bezug auf die Gesamtwählerschaft der Partei (x-Achse) an. Drei Regensburger Parteien haben sehr treue Wähler: 72.5% der Grünen-Wähler bei der Bundestagswahl 2017 haben diese Partei auch bei der Landtagswahl 2018 in Bayern gewählt. Bei der AfD und der CSU sind diese Anteil etwas niedriger, aber immer noch sehr hoch (70.1% bzw. 67.7%). Im Vergleich zur Bundestagswahl 2017 hat vor allem die FDP bei der Landtagswahl 2018 Wähler verloren. Lediglich etwas über ein Viertel (26.1%) der FDP-Wähler 2017 wählten auch 2018 diese Partei. Bei der SPD und der Linken beträgt dieser Anteil 40.4% bzw. 41.%. Bei den Freien Wählern waren es immerhin 50.4%.

Wintersemester 2018/19: Der Mixed-Method-Ansatz am Bsp. des Lehrforschungsprojektes zur LTW 2018 in Bayern

Im WS 2018/19 hatten die Studierenden die Gelegenheit, auf Basis der Mixed-Method-Daten der USBW18-Studie eigene Forschungsprojekte zu realisieren und ihre Qualifikationsarbeiten abzufassen. Die Forschungsrelevanz war  aufgrund der disruptiven Veränderungen des Parteiensystems in Deutschland in der letzten Dekade begründet. Im Vordergrund stand vor allem die Frage, welchen Einfluss Wählerwanderungen auf das Ergebnis der Landtagswahl 2018 in Bayern hatten. Bayern bildete hierbei einen sehr interessanten Spezialfall, da die CSU in den Jahren zuvor versucht hat, sich in der Flüchtlingspolitik von der Schwesterpartei CDU abzugrenzen. Wenn dies gelang, müsste die AfD bei der Landtagswahl 2018 geringere Zugewinne erzielt haben als bei der Bundestagswahl 2017. Das im Sommer 2018 durchgeführte Lehrforschungsprojekt zur Landtagswahl in Bayern ermöglichte es den Studierenden, vielfältige Forschung zu betreiben. Sie konnten z.B die Individualdaten der USBW18-Studie mit den Aggregatdaten der bayerischen Kommunen wie auch mit den offiziellen Wahlergebnissen zur LTW 2013/2018 und BTW 2017 verknüpfen, um z.B. Mehrebenenanalysen durchzuführen. Oder eine Medienanalyse mithilfe der Online-Datenbank Lexis Nexis leisten oder die Inhalte digitaler Kommunikation zwischen politischen Eliten und Bürgern auswerten. Ziel des praxisorientierten Seminars war die Entwicklung von Forschungsfragen im Hinblick auf das Wahlverhalten in Bayern und deren Beantwortung durch eine sinnvolle Kombination verschiedener Dateninformationen. Nach einer kurzen Einführung in den Mixed-Method-Ansatz und die Beschreibung der erhobenen Daten bildeten die Teilnehmer Kleingruppen, die Einzelthemen bearbeiteten und erste Auswertungen präsentierten. Die Themen wie z.B. Wählerwanderung, Wechselmotive, Stadt-Land-Unterschiede oder interdependentes Wahlverhalten zwischen Bundes- und Landesebene orientierten sich am bisherigen Forschungsstand der empirischen Wahlforschung, einige Studierende verwendeten aber auch explorative Forschungsansätze.

Teaching research project: State election 2018 in Bavaria

The teaching research project Universitätsstudie Bayernwahl 2018 (USBW18) was carried out as a collaborative study by three Bavarian universities (LMU Munich, University of Passau and University of Regensburg). In the context of this project, innovative research, teaching and practice were brought together. The central scientific goal is the valid theoretical and methodological determination of the flow of alternate voters in multi-party systems. At the same time, established and more recent explanations of voting behavior are empirically checked in further survey modules.


SS 2018: The teaching research project State election 2018 in Bavaria
In the teaching research project, the students received an introduction to the theoretical basics of empirical election research, alternating election research and voter migration analysis. The advantages and disadvantages of the current methods of voter migration analysis (extrapolation of exit polls and surveys based on individual data, ecological inference based on aggregate data) were discussed in detail and then the hybrid model of the iterative proportional fitting method (IPF) according to Klima et al. 2017. This methodical introduction was followed by an overview of the motives for alternative choices in general and in state elections in particular, as well as a detailed study of the elections in Bavaria and the question of whether “the clocks really go differently in Bavaria” (Falter 1982, Mintzel 1987). In the third seminar section, the campaign for the state election in Bavaria on October 14, 2018 was in the foreground. The most important topics, the candidate offers, possible coalition options and voter preferences were discussed. On the basis of these fundamentals and findings, the students formulated research questions in groups and worked out research designs that were to be examined with the data they had collected themselves. The complex sampling for the telephone and post-election survey (exit poll) was also the subject of the seminar. In the last two sessions, the seminar participants were trained in the function of team captains. Each exit poll team consisted of a captain and two interviewers. The Regensburg students then carried out the post-election surveys on October 14, 2018 in 25 polling stations in the city of Regensburg and selected communities in Upper Palatinate and Lower Bavaria.

In ten randomly drawn Regensburg voting districts, over 70 percent of voters (N = 3,052) took part in the by-election survey. Based on these results, we can trace the flow of alternate voters for the city of Regensburg between the 2013 and 2018 state elections and between the 2017 federal elections and the 2018 state elections. The following figure shows the change of voters between the 2013 state elections and the 2018 state elections in Regensburg. The net profits and losses of the parties are shown. The graphs on the sides show the proportion of net losses (left) or gains (right) in relation to the total net voter movements (y-axis) and in relation to the total electorate of the party (x-axis).

  • The CSU is losing voters to all parties. 10.8% of the CSU voters in 2013 voted for the Greens in 2018, 10.3% for the AfD, 7.4% for the FW and 6.8% for the FDP.
  • The Christian Socials also managed to get the votes from FDP and free voters (20.6% and 18%, respectively).
  • The Greens were able to win voters from all political camps. Mostly from the SPD (29.7%) and the FDP (22.7%), but also from the left (18.1%) and the free voters (18%).
  • Of all the parties that took part in the 2018 state elections, the Greens were able to mobilize the majority of non-voters (29.2%). But the AfD (18.9%) and the CSU (16.5%) also achieved this to a considerable extent.
  • The Greens voters show the greatest loyalty in the city of Regensburg: more than three quarters of the voters (76.7%) voted for this party in 2013. The party loyalty of the CSU and left voters (60% and 58.2%, respectively) is by a clear margin also relatively high.
  • A great willingness to change can be seen among the SPD voters: only 36.1% voted for this party in 2018 and 2013. The retention rates for free voters (37.3) and the FDP (38.6%) are almost as low.

The next figure shows the migration of voters between the 2017 federal election and the 2018 state election in Regensburg. The net profits and losses of the parties are shown. The representations on the sides show the proportion of net losses (left) and gains (right) in relation to the total net voter movements (y-axis) and in relation to the total electorate of the party (x-axis). Three Regensburg parties have very loyal voters: 72.5% of the Greens voters in the 2017 federal election also voted this party in the 2018 state election in Bavaria. At the AfD and the CSU, these proportions are slightly lower, but still very high (70.1% and 67.7%, respectively). Compared to the 2017 federal election, the FDP in particular lost voters in the 2018 state election. Just over a quarter (26.1%) of the FDP voters in 2017 voted for this party again in 2018. In the case of the SPD and the Left, this proportion is 40.4% and 41%, respectively. In the case of free voters, it was at least 50.4%.


WS 2018/19: The mixed method approach using the example of the USBW18 study

In winter semester 2018/19, the students had the opportunity to carry out their own research projects based on the mixed method data from the USBW18 study and to write their qualification theses. The research relevance was justified due to the disruptive changes in the party system in Germany in the last decade. The main focus was on the question of what influence electoral migration had on the result of the state elections in Bavaria in 2018. Bavaria was a very interesting special case, as the CSU had tried in previous years to differentiate itself from its sister party CDU in its refugee policy. If this succeeded, the AfD should have made smaller gains in the 2018 state elections than in the 2017 federal elections. The teaching research project on the state elections in Bavaria that was carried out in summer 2018 enabled the students to conduct a wide range of research. You could, for example, link the individual data of the USBW18 study with the aggregate data of the Bavarian municipalities as well as with the official election results for the state elections 2013/2018 and BTW 2017, e.g. carry out multi-level analyzes. Or perform a media analysis using the Lexis Nexis online database or evaluate the content of digital communication between political elites and citizens. The aim of the practice-oriented seminar was to develop research questions with regard to voting behavior in Bavaria and to answer them through a meaningful combination of different data information. After a brief introduction to the mixed-method approach and the description of the collected data, the participants formed small groups that worked on individual topics and presented initial evaluations. The topics such as Voter migration, motives to change, urban-rural differences or interdependent voting behavior between the federal and state levels were based on the previous state of research in empirical election research, but some students also used exploratory research approaches.

Metropolitan Citizenship - Attitudinal Attachment of Residents to their City-Region

In cooperation with researchers from five countries (Sweden, Switzerland, The Netherlands, Spain and Poland) this research project examine citizenship in European City-regions. Based on a survey of citizens of Greater Stuttgart, we analyse the existence of a metropolitan citizenship resp. the awareness of, satisfaction with and attachment to a city-region in the multi-tier political structure of Germany. The results indicate that the residents know little about the regional authority but that a considerable number of residents feel attached to the metropolitan level of politics. A majority of the citizens supports the city-regional cooperation and is satisfied with the output dimension of metropolitics. We use logistic regressions to determine the effects of personal resources, cognitive territorial orientations and contextual factors on attitudinal attachment to the metropolitan level. Education, perceived quality of life, mobility and attachment to the municipality produce the strongest effects. Therefore, there is evidence of a common “metropolitan perspective” in this initial insight into citizenship in German city-regions.

Metropolitan Citizenship – Wie denken die BürgerInnen über ihre Metropolregion?

In Zusammenarbeit mit Forschern aus fünf Ländern (Schweden, Schweiz, Niederlande, Spanien und Polen) untersucht dieses Forschungsprojekt die politische Identifikation in europäischen Metropolregionen. Basierend auf einer Umfrage unter Bürgern der Metropolregion Stuttgart analysieren wir die Existenz einer politischen Identifikation bzw. die Zufriedenheit mit den Leistungen dieser regionalen Ebene im politischen Mehrebenensystem der Bundesrepublik Deutschland. Die Ergebnisse zeigen, dass die Einwohner wenig über die institutionellen Strukturen der regionalen Ebene wissen, dass sich jedoch eine beträchtliche Anzahl von Einwohnern ihrer Metropolregion verbunden fühlt. Eine Mehrheit der Bürger unterstützt die weitreichende, überregionale Zusammenarbeit von Städten und Kommunen und ist mit der Output-Dimension der Regionalpolitik zufrieden. Wir verwenden logistische Regressionen, um die Auswirkungen persönlicher Ressourcen, kognitiver territorialer Orientierungen und Kontextfaktoren auf die Einstellung zur Metropolenebene zu bestimmen. Dabei zeigt sich, dass sich die Faktoren Bildung, wahrgenommene Lebensqualität, Mobilität und politische Identifikation mit der eigenen Gemeinde am stärksten auf die Entwicklung einer politischen Identifikation mit der metropolitanen Ebene auswirken. So mit zeigen sich in dieser explorativen Studie erste Hinweise auf eine gemeinsame Verbundenheit gegenüber der Metropolregion Stuttgart.

Die wichtigsten Ergebnisse dieses Verbundprojektes wurden 2014 auf der internationalen UAA/EURA Konferenz „Citizenship in City-regions and the City Futures III” präsentiert und 2017 im Special Issue “Comparing Local Citizenship in City-regions” (Journal of Urban Affairs 40/1, Hrsg. Anders Lidström/Linze Schaap) veröffentlicht.


Big Urban Renewal Projects in Germany – A Democratic Challenge for Elites and the Civil Society

Urban and regional studies are focusing increasingly on challenges and problems surrounding big infrastructural projects in urban regions. In Germany, this topic came up with the tensions on the new central station project in Stuttgart, called Stuttgart 21. However, there are some more big urban projects, which are seen very critical by parts of the civil society, like the concert hall Elbphilharmonie in Hamburg, the new international airport Berlin-Brandenburg or the airport extensions in Frankfurt and Munich. The main cases against the responsible politicians are regarding high costs, time delaying and deficient consideration of citizens’ interests. We can see that big urban renewal projects also in Germany create a new challenge for elites and the civil society. At the unit of Prof. Walter-Rogg, this is part of a research project. Through a qualitative analysis is to be pointed out, which are the main actors in the different phases of big infrastructural projects. The comparative research design is aimed to show relevant factors for successful or failing projects and the role, elite and civil society actors played therefore. We pose the question about where, how and why large urban renewal projects do turn into hotbeds of protest and complex, controversial, and wicked planning processes in Germany. Taking this in consideration, we focus our attention to the development of two very complex and controversial urban projects, namely the fourth North-West runway of Frankfurt Airport and the new airport Berlin-Brandenburg. Both projects gathered a lot of attention in Germany over the past decades. Due to this rise in complexity, especially airports form a relevant and interesting research issue when addressing the hotbeds surrounding large urban renewal projects. Legitimacy plays a big role by itself when it comes to big urban renewal projects. The implications of such projects are often far reaching, be it because of land planning aspects, impact on direct living environment or because of the large costs that hang together with it. In this sense, the DIAREE concept of legitimacy proves helpful. Following this concept as theoretical framework, legitimacy consists of an input and an output dimension. Input legitimacy refers to the democratic qualities of Deliberation, Inclusiveness and Accountability and the output dimension to Responsiveness, Efficiency and Effectiveness. To assess the processes and events that led to the struggling development of both urban airport projects we turned to the analysis tool Actor-Process-Event Scheme (APES). This tool presents the possibility to create a graphical inside in how
the process has gone forth, by focusing upon when and how different actors have been included along the way. Große Stadtentwicklungsprojekte in der Bundesrepublik Deutschland – eine demokratische Herausforderung für Eliten und die Zivilgesellschaft

Im Blickwinkel der Stadt- und Regionalforschung stehen seit einiger Zeit die Konflikte und Schwierigkeiten großer Bauprojekte und Infrastrukturmaßnahmen. In Deutschland war eines der bundesweit bekanntesten und auch umstrittensten Projekte die Neugestaltung des Stuttgarter Hauptbahnhofes durch das Projekt Stuttgart 21. Doch auch zahlreiche weitere Neu- und Umbauten ziehen den Unmut des Volkes auf sich, beispielsweise der Bau der Hamburger Elbphilharmonie, der neue Berliner Flughafen oder die geplante Erweiterung des Flughafens in München. Die häufigsten Vorwürfe an die Politik lauten: zu hohe Kosten, zu große Verzögerungen und zu geringe Berücksichtigung der Bürgerinteressen. Große Infrastrukturprojekte sind mittlerweile zu einer enormen Herausforderung für Eliten und die Zivilgesellschaft gleichermaßen geworden. In dem Forschungsprojekt soll mittels einer qualitativen Analyse herausgearbeitet werden, welche Akteure in welchen Phasen großer Bauprojekte entscheidenden Einfluss gehabt haben. Der Vergleich zweier Flughafenprojekte (Erweiterung des Frankfurter Flughafens und Neubau des Flughafens Berlin-Brandenburg) soll dazu führen, unterschiedliche Erfolgsbedingungen zu formulieren. Die Analyse stützt sich theoretisch auf das DIAREE-Konzept, das sowohl auf die Input Legitimation (Deliberation, Inklusiveness, Verantwortlichkeit) wie auch auf die Output Legitimation (Responsivität, Effizienz, Effektivität) rekurriert. In der empirischen Analyse kommt das Programm APES (Akteur-Prozess-Event-Schema) zum Einsatz, das die Untersuchung und Visualisierung der jeweiligen Akteurskonstellationen und ihrer Ressourcen während eines politischen Entscheidungsprozesses ermöglicht. Die wichtigsten Ergebnisse des Projektes wurde unter dem Titel Big Urban Renewal Projects in Germany – A qualitative Actor-Process-Event-Analysis of the airport projects Frankfurt and Berlin im Jahr 2020 im Journal Urban and Regional Planning eingereicht.

Voting Behavior and Political Legitimacy in Metropolitan Areas

Since 2002 Prof. Walter-Rogg is member of the international research group „International Metropolitan Observatory (IMO)“. Researchers from 18 countries analyzed in this first IMO phase the question whether similar suburbanization processes can be determined in other countries as in North America with similar implications for political attitudes and political behavior. An initial inventory of the suburbanization processes in the Federal Republic of Germany as well as an initial evaluation of existing national survey data showed that, particularly in West Germany, similar consequences of suburbanization can be observed in the attitudes and behavior of citizens. However, it was also evident that a database at community level had to be generated for a more detailed examination of the political context, since the available data contained too little cases or information to work out intraregional structures and differences. These results for the Federal Republic of Germany were published in 2005 under the title "Metropolitan Areas and Political Impact in Germany" in the edited volume by Prof. Vincent Hoffmann-Martinot and Prof. Jefferey Sellers:

During the second IMO phase (2005-2007) the research group analyzes the political and administrative process of metropolitan governance reforms in the involved countries. The German project refer in this regard to the metropolitan area of Greater Stuttgart, the economic and political centre of the Land of Baden-Wurttemberg, in south-west Germany. Fundamental reforms were made to the structures of the urban region of Stuttgart in 1994, following the adoption by the Baden-Wurttemberg parliament of an Act designed to strengthen co-operation in the region of Stuttgart. The Act replaced the former structures for intercommunal collaboration by creating a new kind of public law institution, the “Verband (Association) Region Stuttgart”. This regional institution was endowed with new authority and a directly elected assembly with competence in the fields of planning, housing, economic development and communication infrastructures. The case-study analyses the political-administrative process of developing and implementing the metropolitan governance reform in the region of Stuttgart with respect to the involved actors (especially the role of local councilors and citizens), the government strategy, the implementation method and their consequences (e.g. acceptance of local elites and the citizenry). The main results were published 2007 in the book Governing Metropolises: Profiles of Issues and Experiments on Four Continents edited by Jean-Pierre Collin and Mélanie Robertson:

Reforming municipal institutions in a metropolitan center involves a variety of local political and civil society interests and can lead to relatively radical changes in government organizations. A reform's success and acceptance, and the speed at which new bodies are established clearly depend on the manner in which the reform is justified, designed, and implemented. This monograph, which looks at post-reform situations, will attempt to outline the reform development and implementation process at the political and administrative levels, while keeping in mind the following questions:

  • What role have local elected officials and residents been given in preparing reforms?
  • What was the government strategy?
  • Who was responsible for the institutional or organizational design of the new bodies?
  • Have implementation methods had an impact on acceptance of the reform and the speed of organizational integration?
  • What kind of political and organizational fallout resulted, and how was it managed?

In the 3rd IMO project phase (2008-2013), Prof. Walter-Rogg took over together with Prof. Jefferey Sellers (University of California, L.A.), Prof. Daniel Kübler (University of Zurich) and Dr. Alan Walks (University of Toronto) the editing of the third volume of research results. A database with information from eleven countries was generated to investigate the question of whether national lines of conflict determine competition and party structures at every political level or whether there are differences in regional voting behavior in and between metropolitan areas. The research group came to the conclusion that the metropolitanization of politics posed a new challenge for national party systems and democratic traditions. The central assumption was that the dynamics emanating from a person's living environment point to a re-territorialization of ideologies, civic engagement and party preferences, which leads to a reconfiguration of politics in modern states. This re-territorialization cannot be attached to the traditional center-periphery conflict line between agricultural and industrialized countries, but to new lines of conflict in and between metropolitan regions. Political parties' new voter mobilization strategies have to take these changed realities into account, i.e. take into account the specific interests of various regional voter segments. The results of the international research group were published in 2013 after several years of exchange in workshops in Stuttgart, Bordeaux and Montréal. The joint book Political Ecology of the Metropoli” was nominated 2014 by Columbia University Press for the “Best Book Award from the European Politics and Society Section” of the American Political Science Association (APSA).

Our results for the FRG show that, above all, local voting behavior and, to a lesser extent, national voting behavior are influenced by structural, regional factors and the closer context of the metropolitan regions. However, the multi-level analyzes carried out do not allow any statements to be made about individual explanatory variables for voter participation or voting behavior in German metropolitan regions or their various settlement areas (core city, richer, poorer, densely or sparsely populated surrounding communities). Therefore it is necessary in the next project step to record the individual voting behavior and its possible determinants in metropolitan regions. This database then allows the calculation of multivariate multi-level models that take into account individual, local and regional factors in order to examine their relative importance for the explanation of voting behavior in modern societies. In this context, we also want to investigate the extent to which the new regional control models are accepted by the citizens.

Wahlverhalten und politische Legitimation in Metropolregionen

Seit 2002 ist Prof. Walter-Rogg Mitglied der internationalen Forschergruppe „International Metropolitan Observatory (IMO)“. Forscher aus 18 Ländern haben ausgehend von den Ergebnissen in USA und Kanada in der ersten IMO-Phase untersucht, ob sich in anderen Ländern ähnliche Suburbanisierungsprozesse wie in Nordamerika mit ähnlichen Implikationen für politische Einstellungen und politischem Verhalten feststellen lassen. Eine erste Bestandsaufnahme der Suburbanisierungsprozesse in der Bunderepublik Deutschland sowie eine erste Auswertung vorhandener nationaler Umfragedaten zeigte, dass vor allem in Westdeutschland ähnliche Folgen der Suburbanisierung in den Einstellungen und dem Verhalten der Bürger zu beobachten sind. Allerdings war auch zu erkennen, dass für eine genauere Untersuchung des politischen Kontextes eine Datenbasis auf Gemeindeebene generiert werden muss, da die vorhanden Daten zu wenig Fälle bzw. Informationen enthielten, um intraregionale Strukturen und Unterschiede herauszuarbeiten. Diese Ergebnisse für die Bundesrepublik Deutschland wurden 2005 unter dem Titel „Metropolitan Areas and Political Impact in Germany“ im Herausgeberband von Prof. Vincent Hoffmann-Martinot und Prof. Jefferey Sellers veröffentlicht:

In der zweiten IMO-Projektphase (2005-2007) untersuchte die Forschergruppe die politischen und administrativen Reformen der Metropolregionen in den beteiligten Ländern. Das deutsche Projekt bezieht sich dabei auf die Metropolregion Stuttgart, das wirtschaftliche und politische Zentrum des Landes Baden-Württemberg im Südwesten Deutschlands. Nach der Verabschiedung eines Gesetzes zur Stärkung der Zusammenarbeit in der Region Stuttgart durch das baden-württembergische Parlament wurden im Jahr 1994 grundlegende Reformen zur Bildung der Metropolregion Stuttgart durchgeführt. Das Gesetz ersetzte die früheren Strukturen für die interkommunale Zusammenarbeit durch die Schaffung einer neuen Art von öffentlich-rechtlicher Institution, der „Verbandregion Stuttgart“. Diese regionale Instituttion erhielt eine weitgehende Unabhängigkeit durch ein eigenes Budget, eine direkt gewählte Regionalversammlung und Zuständigkeiten in den Bereichen Planung, Wohnen, wirtschaftliche Entwicklung und Kommunikationsinfrastruktur. Die Fallstudie analysiert den politisch-administrativen Prozess der Entwicklung und Umsetzung der Reform in der Region Stuttgart im Hinblick auf die gewählte Strategie und die Bewertung und Akzeptanz die beteiligten Akteure. Die wichtigsten Ergebnisse sind 2007 im zweiten IMO-Band Governing Metropolises: Profiles of Issues and Experiments on Four Continents, der von den Kanadiern Prof. Jean-Pierre Collin und Dr. Mélanie Robertson herausgegeben wurde, veröffentlicht:  

 

In der 3. IMO-Projektphase (2008-2013) übernahm Prof. Walter-Rogg zusammen mit Prof. Jefferey Sellers (University of California, L.A.), Prof. Daniel Kübler (Universität Zürich) und Dr. Alan Walks (University of Toronto) die Herausgeberschaft des dritten Ergebnisbandes. Dafür wurde eine Datenbank mit Informationen aus elf Staaten generiert, um die Frage zu untersuchen, ob nationale Konfliktlinien den Wettbewerb und die Parteistrukturen auf jeder politischer Ebene bestimmen oder Unterschiede im regionalen Wahlverhalten in und zwischen Metropolregionen existieren. Die Forschergruppe kam zu dem Ergebnis, dass die Metropolitanisierung der Politik eine neue Herausforderung für nationale Parteiensysteme und demokratische Traditionen bedeutet. Zentrale Annahme dabei war, dass die Dynamiken, die von der Wohnumgebung einer Person ausgehen, auf eine Re-Territorialisierung von Ideologien, bürgerlichem Engagement und Parteipräferenzen hinweisen, die eine Neukonfiguration von Politik in modernen Staaten nach sich zieht. Diese Re-Territorialisierung ist nicht an der traditionellen Konfliktlinie Zentrum-Peripherie zwischen Agrar- und Industriestaaten festzumachen, sondern an neuen Konfliktlinien in und zwischen Metropolregionen. Neue Wählermobilisierungsstrategien der politischen Parteien müssen diesen veränderten Realitäten Rechnung tragen, d.h. die spezifischen Interessen verschiedener regionaler Wählersegmente berücksichtigen. Die Ergebnisse der internationalen Forschergruppe wurden im Jahr 2013 nach einem mehrjährigen Austausch in Workshops in Stuttgart, Bordeaux und Montréal publiziert. Das gemeinsame Buch “Political Ecology of the Metropolis” wurde von der Columbia University Press für den “Best Book Award from the European Politics and Society Section” der American Political Science Association (APSA) nominiert.

Unsere Ergebnisse für die BRD zeigen, dass vor allem das lokale Wahlverhalten und weniger stark das nationale Wahlverhalten von strukturellen, regionalen Faktoren und dem engeren Kontext der Metropolregionen beeinflusst wird. Allerdings erlauben die durchgeführten Mehrebenenanalysen keine Aussagen über individuelle Erklärungsvariablen für Wahlbeteiligung bzw. Wahlverhalten in deutschen Metropolregionen bzw. deren verschiedenen Siedlungszonen (Kernstadt, reichere, ärmere, dicht oder schwach besiedelte Umlandgemeinden). Deshalb ist es notwendig im nächsten Projektschritt das individuelle Wahlverhalten und dessen möglichen Determinanten in Metropolregionen zu erfassen. Diese Datenbasis erlaubt dann die Berechnung von multivariaten Mehrebenenmodellen, die individuelle, lokale und regionale Faktoren berücksichtigen, um deren relative Bedeutsamkeit für die Erklärung des Wahlverhaltens in modernen Gesellschaften zu untersuchen. In diesem Zusammenhang wollen wir zudem untersuchen, inwieweit die neuen regionalen Steuerungsmodelle von den Bürgern akzeptiert sind.

Metropolitan Governance over Federal State Borders or National Borders

For many years, Prof. Walter-Rogg has dealt with objects of investigation in local political research and, since 2002, increasingly with the topic of "Metropolitan Governance", always from an international comparative perspective. Under the catchphrase “Metropolitan Governance”, it is investigated with which political control models the responsible actors react to the suburbanization processes in large agglomeration areas or metropolitan regions in order to carry out their duties and tasks in important regional policy fields. The term governance is intended to express that control and regulation is not only perceived by the state, but also by non-state actors. While Prof. Walter-Rogg has in recent years mainly examined which political control models can be observed in regional cooperation and which variation these show, in the future regional cooperation in federal systems and across several nations will be the focus. In this context, there has been a cooperation with the Forum of Federations in Ottawa (Canada) since 2010. In 2013, Prof. Walter-Rogg published a research article on the two metropolitan regions of Hamburg and Central Germany in the book Governance and Finance of Metropolitan Areas in Federal Systems edited by Enid Slack and Rupak Chattopadhyay:

Metropolitan Governance über Bundes- oder Landesgrenzen

Seit vielen Jahren beschäftigt sich Prof. Walter-Rogg mit Untersuchungsgegenständen der lokalen Politikforschung und seit 2002 verstärkt mit dem Thema „Metropolitan Governance“ und zwar stets in international vergleichender Perspektive. Unter dem Schlagwort „Metropolitan Governance“ wird untersucht, mit welchen politischen Steuerungsmodellen die verantwortlichen Akteure auf die Suburbanisierungsprozesse in großen Agglomerationsräumen bzw. Metropolregionen reagieren, um ihre Pflichten und Aufgaben in wichtigen regionalen Politikfeldern zu leisten. Der Begriff Governance soll ausdrücken, dass Steuerung und Regelung nicht nur vom Staat, sondern auch von nicht-staatlichen Akteuren wahrgenommen wird. Während Prof. Walter-Rogg in den letzten Jahren vor allem untersuchte, welche politischen Steuerungsmodelle bei regionalen Kooperationen zu beobachten sind und welche Variation diese aufweisen, sollen künftig verstärkt regionale Kooperationen in föderalen Systemen sowie über mehrere Nationen hinweg im Vordergrund stehen. In diesem Zusammenhang besteht seit  2010 eine Kooperation mit dem Forum of Federations in Ottawa (Kanada). 2013 publizierte Prof. Walter-Rogg dazu ein Forschungsbeitrag über die beiden Metropolregionen Hamburg und Mitteldeutschland:
