Unlike other countries, most German institutes of higher education have not introduced a students loan service nor do they offer any award scholarships.
The largest scholarship organisation in Germany certainly is the German Academic Exchange Service (DAAD) in Bonn. However like all other grants from German scholarship organizations, these grants are announced and awarded partly in the home country of the applicant. You can obtain information about such scholarships from the German Embassy and from German cultural institutions in your home country, for example from the Goethe-Institutes or outposts of the DAAD.
Some foundations accept international students who already are studying in Germany, but normally only advanced students-in some cases only graduate and postgraduate students-can apply for a scholarship. These stipends usually are awarded for a period of six months or a year, but sometimes an extension is possible.

The German Federal Government has initiated a national scholarship programme called "Deutschlandstipendium" (http://www.deutschlandstipendium.de) to support specially gifted students of any nationality at German universities.
This programme is co-financed by the German Ministry of Education and Research and private donors. The scholarship amounts to € 300 per month and is awarded for the duration of at least one year. The Deutschland Stipendium is conceived in a way that private donors (either business, alumni or foundations) come up with half the amount (€ 150), which is then paired with federal funds.
The scholarships are awarded to highly motivated and performance-oriented students, who have excellent grades and who are expected to have a good performance during their studies and later on in the professional world. Other very important requisites are: extra-curricular engangement, willingness to assume social responsibility as well as special personal and family circumstances.
The University Regensburg awarded the "Deutschlandstipendium" first time ever during the winter semester 2011/12 gifted students. The scholarship is awarded once a year during the winter semester.
Deadline to apply for the Deutschlandstipendium is August 31, 2012.
Well-founded specialized knowledge, the ability to work in an interdisciplinary environment and international exposure are considerable requirements that European scholars need to fulfill. A post-graduate study programme abroad can complement and deepen the skills you already gained during your undergraduate degree as well as be a great contribution to your personal development.

Motivationsstipendium: jedes Semester vergibt BayBIDS Stipendien an Absolventen Deutscher Auslands- und Partnerschulen, die ein Studium in Bayern aufnehmen. Den Stipendiaten wird damit der Einstieg in ihr Studium erleichtert, gleichzeitig fungieren sie als Mentoren für interessierte Absolventen Deutscher Auslands- und Partnerschulen.
Die Stipendien werden zunächst für eine Dauer von 6 Monaten vergeben (bis zu 2 Semester möglich), der monatliche Zuschuss beträgt 300 €.
Die Universität Regensburg kann pro Semester 1 Kandidaten/in für das Stipendium nominieren. Bitte, wenn Sie einen Abschluss von einer Deutschen Schule im Ausland erworben haben und an der UR eingeschrieben sind, kontaktieren Sie Frau Elli Wunderlich bis zu zwei Wochen nach Vorlesungsbeginn (30. Oktober oder 30. April).

DS-Absolventen, die bereits ein DAAD-Vollstipendium erhalten, können nicht gefördert werden.
The Haniel Stiftung awards scholarships for qualified graduates (BA or MA) from middle or eastern European countries including Russia. Applicants should have graduated in Business Management, Economics or a related subject, and should do a European Master programme at a German university (duration: 1-2 years) and an internship at an international institution or enterprise.
Deadline for applications: May 31 for the next academic year (starting in fall).
Each year, the Alfred Töpfer Foundation F.V.S. provides students of the humanities and social sciences, but also of the fine and performing arts, architecture as well as agricultural and forestry sciences, up to 50 one-year scholarships. The students should come from Central and Eastern Europe and be matriculated at a German University. The scholarships amount to €920 monthly.
The foundation is interested in applicants whose course of studies is related to Europe and who find themselves in the final stages of completing their graduate or doctoral studies in Germany. Preferred are candidates who will finish their degree through the one-year support.
Deadline for submission: November of each year.

UR offers financial support for international students in financial need. You can apply for such a small grant if you fulfil the following requirements:
As the number of applicants is very high, unfortunately not every applicant can be granted financial help.
The funds are designated only for worthy students in need. The worthiness is to be proven through certificates (for example via the intermediate examination or “Zwischenprüfung”) and a listing of proven academic achievements previously made (“Scheine”/FlexNow printout).
The number of the proven academic achievements as well as the time frame in which the achievements were made must be consistent with the requirements of the rules and regulations of the University (“Prüfnungsordnung”). If an application for extension is made, only the latest proof of academic achievements is to be provided.
The neediness of a student then is shown if the applicant does not possess his or her own means of funds and is not receiving adequate financial support from relatives or a spouse and or from a scholarship organization or another entity.
A financial situation declaration in the application form is to be submitted by the applicant. This declaration is bound by law.
The awarded educational assistance is to be repaid in the full amount should the applicant become a citizen of the Republic of Germany.

Student grants cannot be awarded to guest students (for example visitors of German courses) or to students just beginning studies.
