The Duties of the Rector

The Rector of Universität Regensburg is appointed by the State Minister of Sciences, Research, Culture and the Arts. The Rector’s duties are laid out in Article 21 of the Bavarian Law of Higher Education (Bayerisches Hochschulgesetz, BayHSchG) from 23 May 2006.

The Rector

  • represents the university, convenes and chairs the meetings of the university management, and implements the resolutions of the university management as well as those of other central university bodies.
  • initiates the university’s future developments and formulates the basic principles and goals of the university policy; he informs the Senate and the Board of Governors about all important matters concerning the university and its administration and submits an annual report of university management on the completion of the university’s tasks to the Board of Governors (statement of accounts).
  • establishes a standing proxy and certain portfolios for the members - with the consent of the other members of the university management -, in which those members complete the ongoing transactions of the administration, each according to his own responsibilities and issues the guidelines concerning the accomplishment of the university management’s tasks.
  • is the superior of all civil servants employed at the university in academic or artistic positions, as well as of all public servants of the Free State of Bavaria, and of the Secretary and Chief Financial Officer; the regulations of the Bavarian University Hospital (Bayerisches Universitätsklinikgesetz) remain unaffected. He takes on the function of a superior, if other elected members of the university management or deans do their administration work on a full-time basis.
  • ensures, in cooperation with the dean, that professors and all other persons with teaching duties fulfil their teaching and examination duties in accordance with the regulations; insofar, he has the right of control and the right to issue instructions as regards the dean.
  • has the domiciliary right. He recognizes the university’s tasks as laid down in Article 9 paragraph 2, Article 11 and Article 31 paragraph 1 sentence 3 of BayHSchPG and Article 65 paragraph 10 as well as those tasks stipulated by law. [...]
  • In cases of an emergency, the Rector takes the necessary decisions and measures on behalf of the university management.
