Prof. Dr. Gerrit Manssen

Professor Manssen’s research field within the Alliance is the regulation of land use, which has a significant influence on the value of the land. It ranges from zoning building land to highly differentiated specific land-use types for example in order to control the retail trade. The research project also covers the variety of legal urban development legal measures – conventional and progressive – which could possibly be taken. All measures infringe the constitutionally guaranteed right to property and have to be justified. For this reason they can only be recommended to the communities if they are likely to be accepted by the administrative courts.
