On 9 May 2025, at the 19th IRE|BS Property Symposium, Prof. Kühling took part in a panel discussion on future housing market regulation with Prof. Voigtländer (Institut der deutschen Wirtschaft), Dr Braun (Chairman of the Board, empirica AG) and Ms Özgan (Chief Executive, ZIA). Around 300 guests from the worlds of academia, business and political consultancy attended the event in the historic setting of Eberbach Abbey in the Rheingau. Kühling outlined that the measures set out in the coalition agreement cannot bring about the hoped-for improvement in the strained housing markets. To achieve this, a three-pronged approach comprising an increase in housing benefit, the removal of rent caps and a ‘landlord solidarity levy’ is required.
