13 July 2026, by Silvia Kadzioch

On 9 July 2026, Prof. Kühling, in his capacity as Chair of the Federal Network Agency’s Scientific Working Group on Regulatory Issues (WAR), discussed the advisory body’s latest paper on network tariff regulation at the Düsseldorf Energy Law Forum. In front of more than 100 experts from the energy sector, who were either present at the University of Düsseldorf’s Haus der Universität or joined online, there was first an economic introduction to the paper by the economist and WAR member Prof. Haucap, who, like Kühling, had served as Chair of the Monopolies Commission. Subsequently, the Vice-President of the Federal Network Agency (BNetzA), Barbie Haller, outlined how the tariff structure for the annual grid costs of around 37 billion euros should be shaped.
