Professor Hartmann’s habilitation thesis is now available via Open Access. “Public Liability Law. Economisation – Europeanisation – Dogmatisation’ tackles the law of official and state liability, a discredited field of law that is both chaotic and fragmented – a ‘patchwork’ and a ‘muddle’ at the same time. It does not have to remain that way. A new dogmatic framework is possible. The habilitation thesis puts forward such a proposal. The call for a unified approach, informed by economic principles and inspired by EU law, takes into account the convergences observable in traditional state liability law and addresses criticisms of its irrelevance to current circumstances and anachronism levelled against the established state liability law. The treatise has won awards: The University of Münster has awarded it the University Prize for the Promotion of Young Academics, whilst the Münster Law Students’ Society has awarded it the Habilitation Prize. “Public Liability Law” (external link, opens in a new window) is freely accessible on the Mohr Siebeck Verlag website, anywhere and at no further cost!
