On 25 September 2025, Prof. Kühling presented the study on “Legal and economic aspects of the shared use of mobile phone mast infrastructure in the context of the ‘5G am Gleis’ project”. The study was commissioned by the Federal Ministry for Digital Affairs and State Modernisation (BMDS). Kühling carried out the study, in collaboration with wik consult, to support and facilitate the provision of vital mobile phone coverage along railway lines as part of the upcoming expansion projects. The presentation was opened by Mr Jarzombek, the responsible Parliamentary State Secretary at the BMDS.
