News: Best Paper Award: Nine students honoured!

Prof. Dr. Bernd J. Hartmann, LL.M. (Virginia), has honoured nine students who, during the summer semester of 2025 and the winter semester of 2025/2026, distinguished themselves in his lectures and seminars through outstanding results in written assessments (in particular final examinations and term papers).

Since the summer semester of 2017, Hartmann has been presenting the Best Paper Award to recognise particularly high-achieving students, initially at the University of Osnabrück and, since the winter semester of 2023/2024, at the University of Regensburg. The award is presented for the best written exam and the best seminar paper in the courses taught by Hartmann. In addition to a certificate, the winners are also given the opportunity to choose a book of their choice from the legal study literature published by Nomos Verlagsgesellschaft (external link, opens in a new window).

In the current round, the winning final examinations and seminar papers were produced in the lectures on Administrative Law I (General Administrative Law) and the public law seminar, both taught by Hartmann. The award-winning seminar papers address the topics‘Urban regeneration measures pursuant to Sections 136 et seq. of the BauGB – a suitable means for climate protection and climate adaptation?’ by Mr Michael Köckeis (stud. iur.) and ‘Greater acceptance of wind energy through wind energy investment companies? With particular reference to BVerfGE 161, 63 and its reception” by Ms Alina Pirsch(stud. iur.). Both papers were submitted as part of Specialisation Area 12 – “Public Commercial and Business Law”.

Other prize winners include Fabian Binnermann, Caroline Marcinkowski, Lena Morick (not pictured as she is currently studying abroad), Luisa Oberloher, Leo Rohde, David Utz and Bastian Weiß. Professor Hartmann warmly congratulates them on their excellent achievements and emphasises: “I have never before awarded so many Best Paper Awards in one go. I am delighted to be able to honour so many students for their outstanding achievements.”
