How can institutional reforms truly change power dynamics?

Bolivia has become a global reference for institutional mechanisms aimed at increasing the political inclusion of historically marginalized groups, particularly women and Indigenous peoples. This lecture examines the promises and limits of gender parity measures and Indigenous reserved seats, asking whether institutional reforms can transform power relations and deepen democratic inclusion.
