Professor Hartmann

Career

Born on 13 November 1973 in Recklinghausen;

Studied law in Münster and Paris; passed the first State Examination in 1999;

Postgraduate studies in Virginia, Master of Laws (LL.M.) in 2002;

PhD with a thesis supervised by Bodo Pieroth on popular legislation and constitutional rights in Münster in 2004 (awarded the Harry Westermann Prize);

Legal traineeship at the Regional Court of Düsseldorf, elective placement at the Federal Constitutional Court, passed the second State Examination in 2005.

Assistant professor and senior lecturer in Münster;

Member of the Young Scholars’ Programme at the North Rhine-Westphalian Academy of Sciences and Art from 2008 to 2011;

10 May 2011: Habilitation in Münster with a thesis on the subject of public liability law: ‘Economisation – Europeanisation – Dogmatisation’ (awarded the Habilitation Prize by the Juristische Studiengesellschaft Münster e.V. and the University Society’s Encouragement Prize);

2011–12: Acting Professor of Public Law in Heidelberg.

2012 Appointed to the University of Osnabrück; from 2013 to 2023, Professor of Public Law, commercial and business law and administrative sciences there;

2015/16 Dean of the Faculty of Law (previously Vice-Dean, subsequently Vice Dean);

2016 to 2021: Executive Director of the Institute for Local Government Law and Administrative Sciences (IKV);

From 2021 to 2023, he was Founding Director of the Institute for Constitutional, Administrative and Commercial and Business Law (ISVWR).

2014 to 2018 Chair of the Lower Saxony Regional Association within the German University Association, the professional body representing university professors in Germany.

2019: Appointed to the FernUniversität in Hagen; 2023: Appointed to the University of Regensburg.

Married, with three children.
