The mission of the University of Regensburg is to carry out and safeguard academic research, teaching and outreach in the Free State of Bavaria to the highest possible standard. In doing so, it fulfils its responsibility towards the state and society, which support the university, as well as towards its community comprising students, academic support staff and academic staff, who constitute the university. The digitalisation of the university contributes to this mission.

 

The University of Regensburg’s primary strategic objective for IT is to develop its IT systems to provide the best possible support for its core areas of research, teaching, student studies and outreach, as well as for university management, and to align these systems consistently with the needs of users.

This very broad statement is specified in more detail through the following four sub-objectives for the UR’s operational and support areas. This specification defines the key focus areas of the IT objectives, whilst the order in which they are listed establishes their prioritisation.

  1. Strengthening research through a high-performance, collaborative and autonomous IT infrastructure
    (1) Promoting the digitally sovereign expansion of hardware and software (in particular those hosted in-house or within the EU by public bodies or research-related institutions) in order to strengthen collaborative working and interdisciplinary research projects. In addition, (2) expand data management, amongst other things, to meet funding requirements regarding long-term archiving and rights management, and to support data-intensive projects.
  2. Promoting digital excellence in teaching, study and continuing professional development
    Expand robust IT systems to support innovative, accessible digital teaching and learning formats, in order to enable education provision independent of time and location and to improve the quality of teaching in the long term.
  3. Expanding digital university management
    Automation and digitisation of administrative processes to increase efficiency and user-friendliness, and to reduce manual tasks, duplicate data entry and media breaks – with a focus on interoperability and data protection.
  4. Strengthen digital formats for outreach 
    Establishing and promoting digital platforms, communication channels and interactive formats that, in particular, facilitate the transfer of knowledge to society, increase the visibility of university achievements and enable broad participation in education, research and public discourse.

The following three sub-objectives, which relate to cross-cutting themes and are not subordinate in priority to the IT objectives for the service areas, serve to further specify this broad statement. Given the importance of each cross-cutting theme and, in particular, the close interrelationships between the themes – such as in the case of information security and digital sovereignty – no prioritisation has been undertaken.

  • Further developing user-centred IT services
    Expanding service-oriented IT operations with user-friendly portals, self-service options and continuous improvement of support and communication channels.
  • Systematically enhancing information security and resilience
    The information security architecture (ISMS) will be specifically developed to address current threat scenarios and meet university-specific, particularly academic and regulatory, requirements. The aim is for the IT Centre to achieve ISO 27001 certification.
  • Ensuring digital sovereignty and sustainability
    Strengthening technological independence through, amongst other things, open-source solutions and sustainable IT procurement, as well as energy-efficient data centres and green IT concepts. Particular attention is paid to digital sovereignty and data security in the planning of IT. Appropriate measures are incorporated into the respective projects.
