Seminar: Transnational Politics of Resistance: Responses to the Autocratic Turn | 21617

Es handelt sich um ein interdisziplinäres Seminar, das ich zusammen mit Dr. Melanie
Sadozai anbiete. Frau Sadozai ist Politikwissenschaftlerin. Die Unterrichtssprache ist Englisch.
Seminararbeiten können auch auf Deutsch verfasst werden.

The seminar proceeds from the diagnosis of an increase of autocratic structures across the globe, and
sets out to explore options and practices of resistance. Apart from laying the conceptual foundations
for such an analysis, we will study various practical cases of a wide range of actors, mostly
transnational, who strive to resist autocratic policies in countries with different types of political
regimes. The course opens the floor to students’ experiences of such situations to feed the discussion
on how to reflect and critically examine current events. It is organized in two parts: the first few
sessions discuss the “diagnosis”: What is an autocratic structure? What is an illiberal democracy? Are
we facing a decline of the liberal order? The second part of the course is devoted to the key examples
of resistance, based on students’ presentations and guest lecturers. The instructors have a background
in political science and law respectively, and the course is open to students from all related disciplines.
 

Introduction to European Law / Master European Studies | 21687

A „community of law“ – the term was coined by Walter Hallstein, the first President of the Commission of (what we now call) the EU. The phrase has since been used to emphasize the heightened importance of the role that the law has played in the process of European integration. And indeed, the point is no less valid today than it was sixty years ago. In order to understand the EU, you need to know EU law.

The course provides an introduction to the legal system of the EU. It addresses both, its historical development from a project of market integration to a transnational political union, as well as its current constitutional setup with its apparent deficits in terms of efficacy and legitimacy. Participants will work with a lot of primary sources, judgments mostly, so as to gain an insight into the actual operations of some main actors of the EU.

The course does not presuppose any background in law. It is therefore open to students of all disciplines. As it is a master level course, students at an earlier stage of their education should contact the instructor before registering.

Übung im Öffentlichen Recht für Anfänger mit integrierter Teilprüfung für die Zwischenprüfung Teil II | 21202

Die Veranstaltung bereitet den Erwerb von Leistungsnachweisen im Öffentlichen Recht vor. Sie knüpft an Kenntnisse aus den Vorlesungen und Konversationsübungen zu den Grundrechten und zum Staatsorganisationsrecht an. Anhand von Fällen, die auf Prüfungsarbeiten der früheren Jahre basieren, soll die Lösung verfassungsrechtlicher Fallkonstellationen eingeübt werden.

Als Leistungsnachweis wird eine Klausur angeboten, die gleichzeitig Zwischenprüfungsklausur ist. Sie findet am 22.01.2027 statt.

Im Staatsexamensstudiengang werden Sie zur Zwischenprüfungsklausur automatisch angemeldet. Im LL.B.-Studiengang Digital Law sowie im Nebenfach oder 2. Hauptfach Öffentliches Recht im kombinatorischen B.A. müssen Sie sich gesondert über Flexnow anmelden, auch wenn Sie zugleich auf Staatsexamen studieren.

Ob darüber hinaus eine Hausarbeit angeboten wird und wie sie ggf. ausgestaltet würde, ist derzeit offen, weil die Prüfungsordnung in dieser Hinsicht gerade überarbeitet wird. Näheres wird in der Veranstaltung mitgeteilt. Eine solche Prüfungsleistung würde ggf. in der vorlesungsfreien Zeit am Ende des WS stattfinden.

Comparative Law Lecture / Rechtsvergleichung (LL.M. und SP1) | 21302

The course provides some basic knowledge in the field of comparative law. It does so by reference to examples from different legal systems as well as to methodological texts, and by joint reflection in class. It is aimed at students on the LL.M. program "German and Comparative Law", its German-language counterpart, and Specialization Area 1 within the state examination program. These groups are not required to take an examination within this course. At the same time, the course is open to all other interested students with pertinent prior knowledge. If in doubt, please contact the lecturer, and also in order to agree on a suitable format for an exam, if required.

The language of instruction is English. Literature and further material will be made available digitally via GRIPS.

Die Veranstaltung vermittelt Grundkenntnisse der Rechtsvergleichung anhand von Beispielen, methodischen Texten und gemeinsamen Reflektionen. Sie richtet sich an Studierende des LL.M.-Studiengangs „Deutsches Recht und Rechtsvergleichung“, seines englischsprachigen Pendants sowie des Schwerpunktbereichs 1 innerhalb des Staatsexamensstudiengangs. Von diesen Gruppen ist keine Prüfungsleistung innerhalb dieser Veranstaltung zu erbringen. Zugleich steht die Veranstaltung allen anderen Interessierten offen, die über einschlägige Vorkenntnisse verfügen. Bei Zweifeln und zur Verständigung eines geeigneten Prüfungsformats wenden Sie sich bitte an den Dozenten.

Die Veranstaltung findet auf Englisch statt. Literatur und weiteres Material werden digital über GRIPS zur Verfügung gestellt.

Vergleichende Übung zum deutschen Recht / Comparative Exercise on German Law | 22112

The course is a mandatory part of the LL.M. German and Comparative Law (English and German track). It is not open to students from other courses. It features comparisons of specific areas of German law with their respective foreign equivalents. This is intended to widen both, students’ basic knowledge of German law in their respective fields of interest, as well as their skills in comparative law. Students are required to do an oral presentation in class and to write a take-home paper in which they set out their findings regarding the differences between an area of German law within their field of interest and the law of the country in which they obtained their previous law degree. The course will be held in English. Presentations and papers can also be in German.

Threats to Democracy and Human Rights in an Increasingly Digitized | 21200

Artificial intelligence, digital platforms and emerging technologies are transforming the way democratic societies function. Public authorities increasingly rely on algorithmic decision-making, while private technology companies shape public discourse, access to information and even democratic participation. These developments raise fundamental questions about democracy, human rights, the rule of law and the role of the state in the digital age.

This interdisciplinary course examines the legal, constitutional and ethical challenges arising from digital transformation. It combines perspectives from public law, constitutional law, human rights, political theory and technology governance. Topics include artificial intelligence, digital surveillance, platform regulation, freedom of expression, data protection, the right to be forgotten, access to the Internet, neurotechnology, biotechnology and emerging human rights claims. Throughout the course, European, German, Turkish and international approaches will be discussed from a comparative perspective.

The course is open to students from law as well as related disciplines such as political science, European studies, philosophy and digital studies. No technical background is required. Students will gain an understanding of how digital technologies challenge traditional concepts such as democracy, sovereignty, citizenship and human dignity, and how legal systems may respond to these transformations.

Einführung in das deutsche Recht (LL.M.) | 22111

In der Veranstaltung wird ein Überblick über das Rechtssystem der Bundesrepublik Deutschland gegeben. Die Studierenden sollen insbesondere Kenntnisse über das Gesetzgebungsverfahren, die Gerichtsorganisation  und den wichtigsten Grundprinzipien des deutschen Rechts vermittelt werden.

Die Veranstaltung wird sowohl auf Deutsch als auch Englisch stattfinden. Je nach Zusammensetzung der Teilnehmenden findet eine Übersetzung in die ein oder andere Richtung statt, mündlich als auch schriftlich. Die Veranstaltung ist also sowohl für deutsch- als auch englischsprachige Personen geeignet.
The course will be held in both German and English. Depending on the composition of the participants, translation will be provided either from German to English or vice versa, both orally and in writing. Therefore, the course is suitable for both German and English speakers.

Migrationsrecht | 21266

Neben der großen praktischen Bedeutung stellen sich im Migrationsrecht zahlreiche komplexe und spannende Fragen, die sich oft nicht allein aus dem nationalen Recht, sondern erst unter Berücksichtigung inter- und supranationalen Rechts beantworten lassen. Aufgrund seiner hohen politischen Brisanz ist das Migrationsrecht zudem raschen Änderungen unterworfen – nicht selten werfen diese mehr Rechtsfragen auf, als sie klären können.

Die Vorlesung richtet sich in erster Linie an Studierende, die bereits über Kenntnisse im allgemeinen Verwaltungsrecht und im Verwaltungsprozessrechts (idealerweise auch im Europarecht) verfügen. Sie ist dem Schwerpunktbereich 4 zugeordnet.

Um die Lerninhalte mit Leben zu erfüllen und den Studierenden einen Einblick in die Praxis zu ermöglichen, sind Besuche von mündlichen Verhandlungen am Verwaltungsgericht Regensburg geplant. Zudem wird ein Fachanwalt für Migrationsrecht aus seinem Blickwinkel auf das Rechtsgebiet berichten. Einzelheiten zu den Terminen werden in der Vorlesung bekanntgegeben.

Die erste Vorlesung findet am 23.10.2026 im Zweiwochenrhythmus statt, verbunden mit Blockveranstaltungen im Januar/Februar 2027.
