Approval of an animal experiment application
The RUF examines every animal experiment application in a multi-stage procedure. A distinction is made between animal experiments that require notification and those that require authorisation. Basic or translational research projects are generally subject to authorisation and must therefore undergo a more extensive review. Experiments may only be started once written authorisation has been obtained from the authorities. Until then, the animal experiment application goes through various review steps (see illustration). It is particularly important that the research question cannot be answered by an animal-free method, that all measures are taken to reduce the pain, suffering and harm to the animals and that a thorough ethical assessment is presented. The so-called 3R principle must always be taken into account.
Competent authorities
Various authorities are responsible for matters relating to animal experiments and the import of corresponding materials. Authorisations for experimental projects (including ongoing procedures) at the University of Regensburg (UR) and the University Hospital (UKR) are processed by the Government of Lower Franconia.
Import licences for laboratory animals (e.g. from non-EU countries) must be applied for in Regensburg at the Environmental Office/Veterinary Office of the City of Regensburg.
Import licences for animal by-products (e.g. samples/materials of animal origin) are allocated to the Bavarian State Ministry for the Environment and Consumer Protection for Bavarian research institutions.
