Terms of use for e-media

The University of Regensburg has concluded agreements with various publishers to provide you with access to a wide range of e-media like e-books, e-journals, databases and newspapers. Use of these resources in permitted only within the scope of copyright law. In addition, some publishers specify special terms of use, which you as a user must also comply with.

By accessing licensed services, you agree to comply with the following terms and conditions. At the same time, by accessing these services, you confirm that you do not appear on international sanctions lists and are not subject to any sanctions. Failure to comply with the terms of use may result in the service being blocked for the entire campus! If the University of Regensburg or the University Library of Regensburg is held liable for violation of copyright or licensing provisions, users are obliged to compensate for the damage claimed.

 I. General terms and conditions of use for all electronic services

  • Authorization to use the content is restricted to University of Regensburg staff (employees and civil servants)—whether working directly in research and teaching (e.g., professors and their assistants) or indirectly (e.g., university administration, library, campus IT, etc.)—as well as students enrolled at the university and registered library users (including walk-in users).
  • Search results, data, full texts and other licensed content may only be used within the limits set out in copyright law for personal or non-commercial academic use and for research purposes. Copying is also permitted only within the limits of the German Copyright Act (UrhG).
  • Not permitted is
    • the commercial use or exploitation of licensed content.
    • automatic searching, indexing, and creation of collections.
    • the mass or systematic downloading of search results, data, full texts and other licensed content – e.g. entire volumes of journals.
    • the use of special software (e.g. robots, spiders, crawlers, searchbots) for downloading.
    • the permanent storage of licensed content – in particular beyond the affiliation with the institution.
    • creating your own private archive "for future use".
    • the disclosure of search results, data, full texts and other licensed content to third parties.
    • the disclosure of access data to third parties.
    • changes to the whole or parts of the respective licensed content – in particular changes to printed and digital documents, the web interface, deletion of copyright notices, logos and identification features.

II. Specific conditions for automated access, text and data mining (TDM) and AI applications

As a basic principle, e-resources licensed by the University of Regensburg may only be used in accordance with the providers’ applicable licence terms.

Any automated access to licensed e-resources requires prior authorisation from the University Library of Regensburg. This applies in particular to

  • Text- und Data-Mining (TDM),
  • the automated extraction, downloading or analysis of content,
  • the use of AI applications to access e-media,
  • the use of digital media for training, fine-tuning or further developing AI systems, as well as
  • other automated processes for capturing, handling and processing licensed content.

The library assesses the admissibility of the proposed project and, where necessary, coordinates it with the relevant provider or publisher. There is no entitlement to approval.

Unauthorized automated access may violate license agreements and result in the temporary or permanent blocking of the affected service for the entire University of Regensburg.

If you are planning a project that involves automated access, text and data mining, or AI applications, please contact info.ub@ur.de (opens your email program) at an early stage so that the usage can be coordinated with the relevant providers.

III. Special conditions for the use of e-media in teaching

For legal reasons, third-party copyrighted materials may only be made available to students online via GRIPS (See UrhG §§ 60a – 60b). Provision via drives, websites, or other technical means is not permitted.

To make e-media available to students for teaching purposes in a legally compliant manner, it is recommended to set up a copyright-compliant course reserve collection via the University of Regensburg or to provide links within GRIPS.

In addition, the publishers’ license agreements may permit other forms of use. If you have any questions about this, please feel free to email us at  info.ub@ur.de (opens your email program) .
